The UT Level Standing Committee’s approval of Pradhan Mantri Gram Sadak Yojana (PMGSY)-IV Batch-II proposals worth over ₹16,256 crore marks a crucial milestone in Jammu and Kashmir’s development journey. With more than 7,276 kilometres of rural roads planned to connect 1,626 unconnected habitations, the decision once again underscores the centrality of road connectivity in a region where geography often determines destiny.
In Jammu and Kashmir, roads are far more than physical infrastructure. The Union Territory’s challenging terrain, harsh climatic conditions and scattered population make connectivity both a developmental and strategic imperative. For decades, large rural and border areas remained isolated, limiting access to healthcare, education, markets and public services. In such a context, PMGSY has served as a powerful instrument to bridge not just physical distances but long-standing developmental gaps.
The success of earlier phases of PMGSY has already transformed rural life. Year-round access to villages has improved emergency medical response, school attendance and the movement of agricultural and horticultural produce. Importantly, better roads have also enhanced security preparedness by enabling quicker mobility and logistical support in remote areas. Development and stability, in J&K, are inseparable.
PMGSY-IV Phase-II reflects a more mature and sustainable approach. The inclusion of maintenance and renewal costs acknowledges the realities of flood damage, snowfall and terrain-induced wear and tear. The prioritisation framework—based on population, aspirational districts, Scheduled Tribe concentration and convergence with other central schemes—ensures that border and hilly districts are not sidelined in favour of easier projects.
The economic dividends of improved connectivity are equally compelling. Better roads reduce input costs for farmers, improve market access, encourage diversification and generate local employment. Over time, this strengthens rural economies and reduces migration pressures, fostering more balanced regional growth.
Every kilometre built under PMGSY in Jammu and Kashmir carries with it hope, opportunity and integration. If implemented with efficiency, transparency and long-term vision, PMGSY-IV can play a decisive role in rewriting the rural narrative of J&K—transforming isolation into access and aspiration into reality.
